Despite publicly promoting the Citizen Portal project and soliciting donations, Jung failed to present any concrete or actionable plan regarding its development, implementation, or legal structure.

- Discussion with volunteer professionals and Jung
•
Choi : Ah, so this wasn’t something you benchmarked?
•
Jung : Exactly. I only thought about it.

It’s something like cryptocurrency. I mentioned blockchain,
but I don’t really understand how blockchain works.
It’s in the form of cryptocurrency or something like that.
•
Choi : I’m really scared.
I mean… if I make a mistake, the consequences could be serious.
•
Jung : Right. Yeah, I just heard bits and pieces from others,
so I kind of pieced it all together.
In reality, I just thought there needed to be some kind of reward or benefit.

May 20, 2022 : First Zoom Meeting of the Citizen Portal Advisory Committee
- Discussion about a legal entity
During the meeting, the volunteer legal advisor shared insights from discussions held with Jung on May 12 and May 18 regarding the establishment of a legal entity.
The advisor remarked, “The purpose of the nonprofit organization must be clearly defined, and we need to seriously consider how it will be connected to the for-profit entity that is intended to operate the Citizen Portal. This is a fundamental issue we need to resolve.”
Based on Jung’s statements during this meeting, it became clear that he lacked sufficient understanding of how a nonprofit organization is established and operated.
Despite having received legal input from the advisor, he appeared unaware of the decisions he needed to make.
Despite this lack of understanding, Jung continued to mislead the public during his fundraising events—claiming that he would establish a public-interest nonprofit and offering vague and inaccurate explanations about how the nonprofit and for-profit entities would be structured and related.

Jung’s statement :
'Honestly, I was mostly concerned about the various investigations by the prosecution that would inevitably come out. That was my biggest worry. So I thought I needed to lay low for a while and wait for the storm to pass.
But since I happened to be coming to the U.S. anyway, I came without any grand plan—just a blank sheet of paper in my hand. I figured that if I just got started, something would eventually come together. That was honestly all there was to it.'"

Jung’s statement :
"Do you know the difference between fraud and business?
It's as thin as a sheet of paper.
If you give up or fail halfway, it becomes fraud.
But if you keep going steadily, it becomes success."
"Many businesses in the world start without much preparation.
I said I would come with just a blank sheet of paper.
And the people who will fill in that blank page are not me, but you—the citizens."
