1. Jung misled the public by creating the false impression that Yeollin Gonggam TV was officially leading the Citizen Portal project.

We at Yeollin Gonggam TV hope to serve as the driving force behind the Citizen Portal initiative.
I intend to clearly explain the purpose of the Yeollin Portal that Yeollin Gonggam TV aims to create, so that they can be encouraged to join in raising the seed money."
On May 4 (PT), Jung posted on his Facebook outlining the vision and plans for the “Citizen Portal.” Jung’s statement : ”Anyone who is interested in joining our <Yellin Gonggam TV> Citizen Portal Project is kindly asked to contact us at the following address.”
The phrase was included in the original (pre-edited) version.

In the notice originally drafted by the manager, “Yeollin Gonggam TV” was omitted. Jung personally inserted the name into the notice and added an additional sentence encouraging donations.

Jung unilaterally created a Telegram group without consulting the Yeollin Gonggam TV board of directors. The group included the Korean and U.S.-based financial managers, and was used to share access to the fundraising account. The U.S. financial manager was instructed to provide weekly reports on the fund’s status.
Jung emphasized transparent fund management to the Korean-American community by stating that the fundraising account, registered under his personal name, was being jointly managed by the financial officers of the Yeollin Gonggam TV and a U.S.-based financial manager. He used the name of Yeollin Gonggam TV to reinforce credibility.
Jung, through Yeollin Gonggam TV, broadcast reports based on coverage conducted in the United Stateson on May 15, 23, and 29, 2022.
Each report concluded with a message encouraging viewers to support the Citizen Portal project.
Jung unilaterally changed the nature of the fund from a donation-based model to an investment-type fund. As a form of symbolic compensation to those who had contributed up to that point, he displayed their names in the credit section at the end of the May 29 broadcast on Yeollin Gonggam TV.
The fundraising event banner created by a Seattle community member also featured the Yeollin Gonggam TV logo. This indicates that the Korean-American community believed Yeollin Gonggam TV was leading the Citizen Portal project and made contributions based on that understanding.
On June 5, Yeollin Gonggam TV aired a video titled “Conversation with the Korean-American Community,” aimed at persuading viewers of the need for the Citizen Portal.
During the broadcast, Jung stated:
Our organization, Yeollin Gonggam TV, is currently working to create a Citizen Portal based in the U.S., with servers located here in America!
